Stormwater
Stormwater runoff is commonly transported through Municipal Separate Storm Sewer Systems (MS4), from which it is often discharged untreated into local water-bodies. To prevent harmful pollutants from being washed or dumped into MS4, the City of Lancaster must obtain NPDES permit and develop a stormwater management program.
Regulatory Background
The City of Lancaster administers Stormwater Management Program (SWMP) in compliance with the Texas Pollutant Discharge Elimination System (TPDES) general permit. The City is actively participating in the Municipal Separate Storm Sewer Systems (MS4) program, phase II. The City of Lancaster's SWMP includes best management practices developed for each of the following 5 minimum control measure:
  1. Public Education, Outreach and Involvement
  2. Illicit Discharge Detection and Elimination (IDDE)
  3. Construction Site Stormwater Runoff Control
  4. Post Construction Stormwater Management in New Development and Redevelopment
  5. Pollution Prevention and Good Housekeeping for Municipal Operations
