The State of Texas and the city’s purchasing policy require that at least two Historically Underutilized Businesses (HUBs) within Dallas County be contacted as sources for items costing $3,000 to $50,000.

2. Is a portion of your procurement budget committed to minority business?

All vendors, including minority and female-owned businesses, are given an equal opportunity to participate.

3. Do you have a person or department designated to handle minority contracts?

No. Contracts are handled through a purchasing staff of one.

4. Do you require that a minority business be certified? If so, by whom?

No. However, the city does search out qualified minority and female-owned businesses per State of Texas Statute requirements. The city uses the State of Texas Historically Underutilized Business (HUB) database and is registered with the North Central Texas Regional Certification Agency to locate certified vendors.
