About the Assistant City Managers
CAREY NEAL
Carey Neal began his career with the City of Lancaster in July of 2019 as the Assistant to the City Manager. Carey obtained his Bachelor of Science degree from the University of Texas at Arlington and his Masters of Public Administration degree from American Public University. His passion for public service began with an internship with Texas State Representative Yvonne Davis, District 111. Carey has over seven years of Human Resource Management experience with a well known fortune 500 organization.
Carey is a member of several professional organizations such as; the International City/County Management Association (ICMA), Emerging Local Government Leaders (ELGL), National Forum for Black Public Administrators (NFBPA), North Texas City Management Association (NTCMA), Urban Management Assistants of North Texas (UMANT) and an Executive Board Member for the Texas Coalition of Affordable Power (TCAP).

RAY SILVA-REYES
Ray Silva-Reyes began his career with the City of Lancaster in May of 2022 as the Assistant City Manager. Ray obtained his Bachelor of Science degree in Civil Engineering from Texas Tech University and his Master of Public Administration degree from the University of Texas at Arlington. Ray began his Civil Engineering career with Freese and Nichols, a privately owned engineering, planning and consulting firm serving clients across the Southwest and Southeast United States where he served as a project engineer for 9 years providing general engineering services to several municipalities within the DFW area. His passion for public service began with the City of Red Oak and extended into the City of Colleyville as the Director of Public Works, serving a total of seven years between the two cities. Ray brings 16 years of public/private organization experience to the City of Lancaster.
Ray is member of several professional organizations such as the International City/County Management Association (ICMA), North Texas City Management Association (NTCMA), Texas Floodplain Management Association (TFMA), American Public Works Association (APWA), and the Water Environmental Association of Texas (WEAT).
He is responsible for the following departments and divisions:
