Council & Board Meetings

As of September 1, 2021, Governor Abbott repealed the proclamation that suspended various procedures for City Council and Boards and Commissions meetings. The usual requirements under the Texas Open Meetings Act, including those for video conference meetings, are now fully in effect.

How to Speak at a Meeting

Public participation is a key part of our democratic process. Whether you want to share your views during Public Testimony/Citizens' Comments or speak on a specific item during a Public Hearing, here’s how you can do so:

City Council Meetings

To speak at a City Council meeting, please select and complete the appropriate form:

For Public Hearing Items Only:

Fill out the Public Hearing Request to Speak Form and submit it to the City Secretary:

For Public Testimony/Citizens' Comments:

Complete the Request to Speak Before Lancaster City Council Form and submit it to the City Secretary:

  • In person: By 6:45 p.m. on the meeting day.
  • By email: Send it to citysecretary@lancaster-tx.com by 5:00 p.m.

Steps to Speak at the Meeting:

  1. Submit your completed form by the deadline.
  2. Wait for the Mayor to call for public comments.
  3. Approach the speaker's podium and state your name and address for the record.
  4. Address the Mayor and City Council on your topic.

Note: Each speaker is allotted 3 minutes.
