City of Lancaster Street Reconstruction & Maintenance Project
November 2023, the City of Lancaster City Council approved a multi-million dollar budget dedicated to addressing the city's road infrastructure needs. As part of this initiative, city staff submitted Requests for Proposals (RFPs) to obtain bids for the reconstruction of several asphalt and concrete streets throughout the city. After a thorough review of the proposals, construction vendors were selected, and the reconstruction process has commenced.
Project Overview
The Streets Reconstruction & Maintenance project involves the complete removal of existing pavement and base materials, followed by reconstruction using new pavement and subgrade materials according to current city construction standards. The new roads will follow the exact same alignment as the existing roads. In total, 25 streets have been earmarked for reconstruction.

Traffic Control and Resident Notifications
A traffic control plan, along with pamphlets and/or door hangers notifying residents of street closures will be prepared and submitted by the vendor prior to the start of work on each street.

- How were these roads chosen as a project? - With street improvements identified as a top priority by our city council and in recent citizen surveys, a pavement management index was completed back in 2022, and is annually updated. This provides the pavement health of a road. It is measured on a scale of 0 to 100 (where 100 is excellent condition). The factors measured include pavement age, climate and precipitation, traffic loads and available maintenance funding.
- Why are these projects necessary? - The sections of the roads chosen have deteriorated and have structural base failure resulting in low friction factors, potholes, surface cracking, and ponding water.
- How long is the construction project going to take? - Construction is scheduled to begin in the 2nd quarter of Fiscal Year 23/24. These projects will be ongoing and are expected to take 18-24 months, weather permitting. Check back on this webpage for specific details about the construction for each project.
