Capital Improvement Advisory Committee
The Capital Improvement Advisory Committee (CIAC) plays a vital role in ensuring the long-term development and infrastructure needs of our city are met. This committee serves in an advisory capacity to the City Council, providing valuable insights and recommendations on various capital improvement projects. The CIAC assists the City Council by:
- Advising on Land Use: The Committee advises the City Council on land use assumptions to guide future development.
- Reviewing Capital Improvement Plans (CIPs): The CIAC reviews proposed CIPs outlining infrastructure projects and their associated costs. They offer expert analysis and recommendations to ensure alignment with the city's long-term vision.
- Monitoring Implementation: The CIAC monitors and evaluates the progress of the CIP, ensuring its effective implementation.
- Promoting Public Input: The Committee may hold public hearings to gather community feedback on proposed capital improvement projects.
- Reporting and Recommendations: The CIAC submits reports to the City Council, addressing potential inequities in the CIP implementation and recommending updates to land use assumptions, CIPs, and impact fees.
Committee Members
The CIAC typically consists of five (5) regular members, including one (1) designated alternate member appointed by the City Council. To ensure diverse perspectives and expertise, the committee may include:
- Industry Representatives: At least two (2) members should represent the real estate, development, or building industries.
- Extraterritorial Jurisdiction (ETJ) Representative (optional): If a Texas Local Government Code Chapter 395 impact fee applies to the ETJ, the committee may also include a representative from that area.
Meetings / Terms:
The CIAC typically meets as needed at 7:00 PM. Meeting agendas are available online [Agenda and Minutes | Lancaster, TX - Official Website (lancaster-tx.com)]. The public is encouraged to attend.
- Terms: Members of the Capital Improvement Advisory Committee (CIAC) serve a two-year term for the five regular positions. Alternate positions serve one-year terms.
